| 85.1 |
Building & Construction Systems |
|
| |
The buildings and fixed assets represent a critical element of the quality of life for current and future generations. Citizens need homes, places of work, schools, hospitals and many other types of assets. |
|
| |
It shall remain a primary object of the Society to ensure the proper construction and safety standards are adopted for all construction so that structures that are built now and in the future are safe from damage and able to withstand the forces of nature. |
|
| 85.2 |
Director of Building & Construction Systems |
|
| |
The Director of Building & Construction Systems shall be vested with the sole authority of the good management of the building & construction standards and systems and the operation of the Building & Construction Agency of the Society of Africans Union. |
|
| |
The Director of Building & Construction Systems shall be a direct appointment by employment contract of the Secretary-General upon approval of The Senate for whatever term the Secretary-General deems is appropriate. |
|
| |
The role of Director of Building & Construction Systems of the Union shall hold the dual position as a member of The Senate with all the privileges and power of the role.The tenure as The Senate or is determined by the concurrent tenure as a Director of Building & Construction Systems of the Society of Africans Union. |
|
| |
The Director of Building & Construction Systems of the Society of Africans Union shall also be a member of the Board charged with the responsibility of managing the day to day affairs of the Society of Africans Union. |
|
| |
As Director of Building & Construction Systems of the Union, it is tasked to this person the burden of protecting and ensuring the best possible standards of building and construction for all the citizens of the Society of Africans Union. It is also the primary responsibility of the Director of the Director of Construction Systems of the Union to manage the Building and Construction Codes which outlines all approved building methods, designs, heritage considerations and rules for construction. |

Director Power |
|
| |
Vested by this Charter, the Director of Agriculture System of the Society of Union Union shall have the following powers and authority: |
|
| |
(i) As a sitting Union Senator representing the Society interests in its Agriculture System and reporting to the Union Senate and Union Council; and |
|
| |
(ii) As a Member of the Supreme Board of the Union Union having the power of one vote and representing the collective executive knowledge and wisdom guiding the Society as a whole; and |
|
| |
(iii) As Chairman of the Union Board of Agriculture Systems of the Society responsible for setting the agenda, vote and minutes of all Expert Senior Directors of the Free Society of American Samoa, Australia, Cook Islands, East Timor, Fiji, French Polynesia, Guam, Kiribati, Maldives, Marshall Islands, Micronesia,Federated States of, Nauru, New Caledonia, New Zealand, Northern Mariana Islands, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, Wallis and Futuna; and |
|
| |
(iv) As the Highest Officer in charge of the Union Agriculture Agency and all its associated Agencies in being directly responsible for major strategic decisions, plans and actions; and |
|
| |
(v) As an Ambassador of the Society in specific respect to any and all media and communication concerning the Agriculture Systems of the Africans Union Free Society of Free Societies; and |
|
| |
(vi) As the Architect of the Africans Union Strategic Plan of the Agriculture Systems of the Africans Union Free Society of Free Societies; and |
|
| |
(vii) As the highest Project Manager of the Global Projects Plan of the Agriculture Systems of the Africans Union Free Society of Free Societies; and |
|
| |
(vii) As the Convener and Host of the Union Agriculture Systems Exhibition and Conference every four (4) years representing the most important event open to all Society members to attend; and |
|
| |
(vii) As the Author of a Primary Master Work of Knowledge about Agriculture Systems of the Society also being a text that shall be considered a teaching text and permanent standard Primary Text for years to come. |
|
| |
(viii) As the Nominator for the annual Union Awards of one Life Award for one man and one woman being members of Office of any State society of a National Free Society of the Union Union of Free Societies; and |
|
| |
(ix) As the Nominator for the annual Union Awards of one Union Award for six (6) men and six (6) women being members of Office of any State society of a National Free Society of the Union Union of Free Societies. |
|
| 84.4 |
Director Limits of Power of Office |
|
| |
Vested by this Charter, the Director of Agriculture System of the Society of Union Union shall have the following limits placed upon their powers and authority: |
|
| |
(i) The Director and all Officers of the Africans Union Free Society are bound by this Charter and International Treaty to obey all laws, standards, directives and commands given under proper authority of the Globe Union including all Officers holding such authority;and | |
| |
(ii) The Systems and men and women of a free society are sovereign and therefore ultimately holding final authority over any plans, systems, services and support concerning Agriculture System of their Free Society. Therefore, neither the Union Director nor any Officer of any Union Agency may force the representatives of a National Free Society to undertake any action they do not so willingly consent as their own; and |
|

(iii) The implementation of direct services by any agency under the authority of the Union Director of Agriculture Systems of the Africans Union Free Society shall be limited to expert skills and knowledge, job definitions, job skills and training, research, standards, testing, models, inspection, verification, project management, database management, transaction management, currency management, accounts management, training, analysis, software design, data design, media design, publications, manuals, strategic planning and communication; and |
|
| |
(iv) The delivery of any service by any agency under the authority of the Union Director of Agriculture Systems of the Africans Union Free Society shall be limited to those services consented and agreed by the National Free Societies and also their Unions of Free Societies. |
|
| 84.5 |
Qualifications of Director |
|
| |
A Director may not be appointed unless the following qualifications are met by the candidate: |
|
| |
(i) That the Candidate for Office of Director is a Member of a Free Society; and |
|
| |
(ii) That the Candidate for Office of Director is an existing Member of the Union Council of Agriculture Systems for not less than twelve (12) months. |
|
| 85.3 |
Building & Construction Code of Rights |
|
| |
By this Charter, a Code of Rights shall be formed to summarize all essential knowledge of rights bestowed by the living law regarding Building and Construction may be easily read and recited as an affirmation of rights, or claim of rights as required, by any man or woman from the age of twelve (12) or older. |
|
| |
By this Charter, it shall be a requirement for all men, women, corporations and other entities associated with Building and Construction and the Society to demonstrate a regular written and recited understanding and acknowledgment of these rights. |
|
| |
As the oath of rights shall represent not only the summary of all unique matters of law but an easy device to learn, any argument based on essential ignorance of the law regarding Building and Construction by a man, woman or corporation associated with Building and Construction shall not be permitted. |
|
| 85.4 |
Building & Construction Code of Conduct |
|
| |
By this Charter, a Code of Conduct shall be formed to summarize all essential knowledge of living law regarding Building and Construction may be easily read and recited as oath as required, by any man or woman from the age of twelve (12) or older. |
|
| |
By this Charter, it shall be a requirement for all men, women, corporations and other entities associated with Building and Construction and the Society to demonstrate a regular written and recited understanding and acknowledgment of this oath. |
|
| |
As the oath shall represent not only the summary of all unique matters of law but an easy device to learn, any argument based on essential ignorance of the law regarding Building and Construction by a man, woman or corporation associated with Building and Construction shall not be permitted. |
|
| 85.5 |
Building & Construction Code |
|
| |
By this Charter a Building and Construction Code shall be formed. All existing and new laws providing for building and construction responsibility shall be subject to inclusion in the Building Code. |
|
| 85.6 |
Director as Living Ambassador of Building & Construction Laws |
|
| |
By this Charter, the Office of Director holds an additional and unique honor and responsibility as the Living ambassador of the Building and Construction laws of the Society. |
|
| |
The Director represents the legal and living embodiment of these laws in person, such that any injury to these body of laws also represents an injury to the person, represented by living flesh and blood. |
|
| |
As ambassador and living representative of these laws, the Director is bound to protect these laws from injury by their own actions or through any failure of due process or lack of respect of the law. |
|
| 85.7 |
Building & Construction Systems Strategic Plan |
|
| |
The Director shall be required to publish within the first twelve (12) months of their appointment and thereafter every two (2) years a strategic plan encompassing the next ten (10) years and Building & Construction Planning subject to the approval of the Secretary-General and Senate. |
|
| |
The Strategic Plan must include major project development and operational development including detailed financial forecasts and cost/benefit analysis so that the strategic use of the limited resources of the Society and Building & Construction can be clearly comprehended and improved over time. |
|
| 85.8 |
Building & Construction Systems Secretariat |
|
| |
The Building & Construction Secretariat of the Society of Africans Union shall be responsible for the administrative duties of the Director of Building & Construction Systems of the Society of Africans Union and their reports to the Board and The Senate. |
|
| 85.9 |
Board of Building & Construction Systems |
|
| |
To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this Charter a permanent committee known as the Board of Building & Construction Systems of the Society of Africans Union shall be established. |
|
| |
The Chairman of this Board shall be the Director of Building & Construction Systems of the Society of Africans Union and the remaining members of the Board shall be the appointed Directors of Building & Construction Systems of the Society of Africans Union in the various sovereign Unions for which the Union is established. |
|
| |
As Chairman of this Board of Building & Construction Systems, the Director of Building & Construction Systems of the Society of Africans Union shall have the power to set all agendas, date for meetings and minutes of meetings. By this Charter, the Board of Building & Construction Systems shall meet not less than four (4) times a year. |
|
| |
Vested by this Charter, the Board of Building & Construction Systems of the Society of Africans Union shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income. |
|
| 85.10 |
Building & Construction Agency of the Society of Africans Union |
|
| |
By this Charter, a permanent agency shall be established for the ongoing provision and management of building and construction services for the Union. This agency shall be known as the Building & Construction Agency of the Society of Africans Union. |
|
| |
By this Charter the day to day management of the Building & Construction Agency of the Society of Africans Union shall be vested in the sole authority of the Director of Building & Construction Systems of the Society of Africans Union upon the approval of major decisions by the Board of Building & Construction Systems of the Society of Africans Union. |
|
