5. General principles of Type 1 (T1) facilities
 
  Article 25-T1-Remand Correctional Facility  
25.1 T1-Remand Correctional Facility  
  By this code, such facilities shall exist and be known as Remand Correctional Facilities for the exclusive detainment of all persons currently refused bail and remanded into custody awaiting pre-sentence hearing, trial or sentencing.  
  No other correctional facilities shall be permitted to be temporarily or permanently used for such purpose other than those solely constructed and managed for this specific purpose.  
  It is the responsibility of the Office of Corrections to closely monitor the impact of the actions of the police, military and the courts in respect to the demand for Remand Correctional Facility places and to alert Government to budgetary savings or capital requirements depending upon the general trend and demands.  
25.2 General context of a Remand Correctional Facility  
  The presumption of innocence until proven guilty in the case of serious criminal charges is expected to take effect that even upon serious charges, individuals awaiting trial will generally be granted bail and therefore not remanded into custody.  
  However, under the Judicial Code which determines the parameters by which bail is set and for which sentences no bail is permitted, certain conditions exist whereby an accused shall be held in remand until the date of their next court appearance.  
  In such circumstances a facility is required in which to house these prisoners, awaiting the outcome of their court matters in such safety and conditions that they remain in good health and fulfil their obligations to re-appear in court.  
  Similarly, in military matters, individuals may be captured that are considered a risk to be immediately released or are required to be held until military criminal charges are prepared. Remand facilities must also cater for such considerations.  
  Given the high movement of individuals in and out of remand correctional facilites and in consideration for the need to maintain high security in a typically highly stressful environment, a remand facility must by definition be operated as a maximum security disciplinary facility where only a minimum level of personal privileges are provided.  
25.3 Codes of a T1 Remand Correctional Facility  
  The following shall be the general codes of a T1 Remand Correctional Facility.

Hair
Short cropped hair only. No beards permitted.
Clothing and footwear
Prison issue only. No person clothing, garments, including bed linen or any other kind permitted whatsoever.
Appearance Neat and tidy to regulation. No modification permitted whatsoever.
Speaking and silence Absolute silence when walking to and from facility buildings. Speaking permitted during dinner meal and breakfast/lunch break. Shouting is banned.
Smoking No smoking in public areas and no smoking permitted whatsoever before 5pm break, no smoking after 10pm.
Alcohol
Option of 1 small open cup of alcohol permitted at dinner meals. 2 cups at main Sunday dinner meal. Banned at all other times.
Phone calls
1 call per week, 10 minutes.
